Qualified Clinical Data Registries (QCDR) for MIPS

The ACR National Radiology Data Registry (NRDR™) is a CMS-approved Qualified Clinical Data Registry (QCDR) for the Merit-Based Incentive Payment System (MIPS) for 2023. One of several available participation methods for MIPS, a QCDR is a CMS-approved entity that collects medical and/or clinical data for the purpose of improving the quality of patient care. Because its focus is on improving overall quality of care, QCDR data must include patients across all payers, not just Medicare beneficiaries.


Unlike a Qualified Registry, which is limited to only reporting MIPS measures as defined by CMS, a QCDR may also submit custom quality measures. These QCDR measures are reviewed and approved by CMS annually and allow clinicians greater flexibility to select measures which may be more applicable to their practices.


For 2023, CMS has approved 13 QCDR measures submitted by the ACR, making 60 total measures available to radiologists and radiation oncologists. These additional measures are calculated from data submitted to the NRDR registries (specifically GRID and DIR) and were developed by the ACR to give radiologists options that may be more meaningful and applicable to the care they provide.



Using NRDR as a QCDR


The NRDR MIPS Portal gives clinicians control over the MIPS data collection and reporting process. Specifically, the portal helps clinicians with:

  • Collecting Data: The MIPS portal accepts data and information for all MIPS Quality Measures, Improvement Activities (IA), and Promoting Interoperability (PI).

  • Monitoring Performance: Throughout the year clinicians can get a snapshot of their official performance to date, by reporting Taxpayer Identification Number (TIN), to identify potential gaps and opportunities.

  • Reporting to CMS: Clinicians can use their MIPS Portal performance data to identify and select those measures best representing their individual or group practice. NRDR will then submit the selected measures and activities to CMS before the performance year reporting deadline.

Why Use a QCDR?

Although CMS allows a variety of participation methods, the NRDR QCDR offers several important benefits:

  • One-Stop Shopping: You can report on all three MIPS Categories (Quality, Advancing Care Information, and Improvement Activities) all through the MIPS Portal.

  • More Quality Measures: While many Qualified Registries and QCDR's allow reporting of MIPS measures, ACR’s NRDR offers additional QCDR measures, specific to radiology, providing greater flexibility to choose the quality measures most applicable to you. 

  • Regular Feedback: Registry participants receive quarterly QCDR Preview reports at the facility level, which includes physician-level data. Physicians can also review their measures’ performance scores at the TIN and National Provider Identifier (NPI) level through the MIPS Portal. This feedback helps you stay on top of MIPS reporting requirements and, more importantly, get invaluable feedback on opportunities for improving the quality of care for your patients.

  • Individual and Group Reporting: The NRDR MIPS Portal supports both individual reporting and group reporting, for clinicians with a National Provider Identifier (NPI) practicing under a group TIN.

  • Control: NRDR gives you tools to manage which measures to assess and to preview your results before submitting them to CMS.

  • Help: NRDR personnel are available to give you direct assistance with compiling and submitting your MIPS Quality data.
