The Extreme and Uncontrollable Circumstances Exception application allows you to request reweighting for any or all performance categories if you encounter an extreme and uncontrollable circumstance or public health emergency (PHE), such as the 2019 Coronavirus (COVID-19), that is outside of your control.
Individual MIPS Submitters
The COVID-19 pandemic PHE has affected all clinicians across the United States and territories. Due to the continuing effects of the pandemic, CMS is applying the automatic extreme and uncontrollable circumstances (EUC) policy to all individual MIPS eligible clinicians for the 2020 MIPS performance year (PY).
Group and Virtual Group Submitters
Groups and virtual groups must submit an application by March 31, 2021, to request reweighting for MIPS performance categories. You must have a HCQIS Access Roles and Profile (HARP) account to complete and submit an EUC application on behalf of yourself, or another MIPS eligible clinician, group or virtual group. IMPORTANT: If you choose to submit a COVID-19 related extreme and uncontrollable circumstances applications for PY 2020, individuals, groups and virtual groups can’t submit an application to override PY 2020 data that has been submitted. Any data submitted for an individual, group or virtual group (before or after an application has been approved) will be scored.
